>> from nbc bay area, this is "today in the bay." >> good morning. thank you for joining us. i'm sam brock. >> i'm laura garcia-cannon. we do have update to the breaking news. major shutdown on one of state's busiest freeways, live look at 405 where it intersects with 605 and long beach. both directions of the 405 shut down in that area until at least 8:00 because a big steel beam fell in a construction zone. now we just learned the beam's been hauled away but at least one person injured. still waiting for an update on seriously that person is hurt. l.a. drivers bracing themselves there. iraq's largest oil refinery under attack and now may be mostly controlled by sunni militants. more details on the developing story, we check in with bob redell in the studio. sounds very concerning. >> it is. good morning, sam. new video into the newsroom of the attack. take a look.

amateur video, smoke billowing from the oil refinery, the largest refinery in iraq. the al qaeda-inspired group called isis has taken over that facility after barraging it with mortar and small arms fire. the group was able to rappel a count attack by iraqi army gun ships. if isis maintains control of the refinery, not only would they be able to fund their enterprise but we could see oil prices rise worldwide. it's believed they have taken control of six cities in iraq and they are fighting for six more with the intent of eventually taking battle to the capital city of baghdad. to give you a sense of the brutality in the video, not verified by nbc news, fighters pulled over trucks traveling between iraq and syria, asking if they are shiite or sunni. drivers said they were sunni, but fighters were unconvinced and executed them. lawmakers in washington, d.c. will be meeting at the white

house to hear how president obama plans to stop these sunni militants from taking over iraq. >> they have a billion dollars, heavy weapons, reports of two helicopters. this is an al qaeda army on the move. >> president obama reportedly ruled out for the time being air strikes on isis because there are few targets but might send in the president, that is, special forces developed intelligence where to strike the fighters. sam? >> unconscionable loss of life over there. 6:03. happening now a terror suspect held in a war ship on the med t med ta rarnian, khattala behind the attack on the consulate in benghazi that left four americans dead including bay area native chris stevens. president obama says abu khattala will face the full weight of the american justice system when he arrives in the u.s. >> message is, we will shrink

service including 911 system for the county. back in april of last year, theories went from vandalism to terrorism against a vulnerable infrastructure. the fbi did not classify the attack as terrorism but in february of this year a former federal energy chief told the "wall street journal" he considered it the most significant indent of terrorism involving the power grid. we did meet one of the security guards already this morning. there are more lights, more cameras, and there is additional fencing as well. the california public utilities commission meeting starts at 10:00 with the cpuc at -- rather at the cpuc auditorium at van ne ness, live online, we can take you from nbcbayarea.com. the presentation itself expected to last 20 minutes. the question and answer session just 15. not a lot of time for an incident that drew a lot of

coupled together, bay bridge toll plaza, metering lights on 15 minutes. sunrise, beautiful, headed to the east, though, that could be problematic. grab your shades. no worries. back to you for now. >> 6:08. pollsters could be calling you to ask about raiding taxes in san jose. the city council approved a plan to ask the public which tax increase should be placed on the november ballot. foengs vo potential voters asked about an increase in general sales tax or new tax for road repairs or safety. another question, increase in marijuana business tax. polling takes place next month. a follow-up, fremont city council approved spending $300,000 on a new security system proposed by police. the new camera system will be able to track people coming in and out of town, this in an effort to reduce crime. >> video images kept for 30 days and the license plate data kept

temperatures mostly 50s to start the day. headed towards a warmer afternoon but fog-free to start the day. looking good on your local highways as well. mike has the day off. he will be back soon. we promise you that much. pulling double duty. i'll have both traffic and weather together. a couple things to point out in the weather department in moments. >> look forward to that. meantime, here's a look at the top stories. al qaeda militants attacking iraq's largest oil refinery. the same group that's seizing territory and overrunning towns in country over the past few weeks. >> one of the busiest freeways shut down, both directions of the 405 closed in long beach because of steel beam fell into a construction zone. lanes expected to be shut down for at least another two hours. the vote on a high-profile

bill to redefine sexual assault laws on hold until next week. state lawmakers say audrey's law needs more work. named after audrey potts a student sexually assaulted, and then killed herself when pictures of the attack were circulated. >> firefighters walking in the hills -- in the oakland hills to check for hot spots from several suspicious fires. >> you can see the two biggest fires just about a half mile apart along park boulevard near highway 13, where we find stephanie chuang. any activity so far this morning? we've been monitoring this from the ground. >> reporter: good morning, sam and laura. we've been here with firefighters, the good news is, no flare-ups so far. we are here at estates drive and park boulevard, a stretch where the fires took place yesterday and where the firefighters have been monitoring all morning. you see the engine, a fresh, new

crew of four firefighters. they've been taking turns, three hours at a time, coming out to check. they're checking the brush and the vegetation that's really thick but not so much up here. trying to use, before when it was dark, flashlights to check 250 feet in the canyon where the fires were. we caught up with four other firefighters, it was darker then, they used flashlights to check the vegetation as they wrapped up the shift waiting for the in excrew. checking on a hose line set up that runs down into the canyon. now the first two fires sparked around 2:00 yesterday near park boulevard. there would be three other smaller fires within the next couple of hours. five fires in two hours. firefighters on the ground and from the air attacking blazes, knocking them down in a couple of hours. there wasn't much winds adding to the suspicious nature of the fires. we spoke with a security guard who patrols the neighborhood and

has his suspicion this is a case of arson. >> that fire, i don't know where it come from in the bush, got to be by somebody, because fire won't start from nowhere. someone set off the fire. >> reporter: people here concerned because this is close to where the oakland hills fired in 1991. the firestorm injured 150 people, with burns, smoke inhalation, destroyed 4,000 homes and apartments and condos and killed 25 people, including a chief who tried to save other people. that fire began five miles north of here but quickly spread. conjuring up images of that people here worried. good news, no injuries but we did see, by the way, oakland police suv patrolling the neighborhood earlier because of the suspicious nature of the fires. live in oakland hills, stephanie chua chuang, "today in the bay." >> it's the first thing you think of, the huge fire.

>> 6:15 on wednesday. microclimate forecast as we give you a live picture of san rafael on this wednesday morning. quite the contrast between that and the fiery images that stephanie was talking about. oakland hills area ripe for possible danger. >> you just look at the dry brush and you can see that fuel that is available. you know what happened yesterday? i watched it all go down here on nbc bay area, we break into coverage to show you when stuff like that happens, our local heroes got out there as fast as possible, knocked the fires down. i can tell you, stephanie's monitoring the hot spots, that could have become a much worse situation had we had the winds that we had the day before. wind is calm today. but i can tell you, heat is going to be strong. we still do have that fire danger. as sam pointed out, we're getting into our drier months. hillsides are very dry. so if you are going to be headed out for camping or anything that

the bay." >> massive backups on the 405 in southern california. it is happening near long beach. such a thoroughfare there. it's closed down in both directs near the 605 this morning. look at that. it's interesting, traffic moving in one direction there. it all happened, what we can tell you, a beam fell near a construction site injuring one person. this is a look at the site where they're trying to make repairs now. they know some supports are compromised. another worker had to cling to the side of something just until he was saved. it's creating a traffic nightmare on the 405 this morning, not believed to be up and running until 8:00. >> one person injured. we do not have an update on his condition. as soon as we have it, we will bring that information to you. all new, u.s. drone strike targeting militant hideout hit and killed four men in pakistan.

pakistani officials say the strike blew up a vehicle and a compound. that compound is reportedly often used as a hideout for al qaeda-linked militant groups. the strike was the third in the past two weeks. 14 people killed when a tricycle taxi packed with explosives blew up in an outdoor world cup viewing center in nigeria, detonated about a suicide bomber. 26 others were hurt. no one claimed responsibility for the blast. but leaders suspect the extremist group boko haram, the same group holding more than 200 schoolgirls hostage. severe weather spreading everywhere. new video of a tornado now ripping through ontario, canada. you can see the tornado, dangerously hovering over houses. it blew the roofs off of a few and badly damaged dozens of others. an explosion inside of the twister. no serious injuries reported. forecasters say the storm was

part of the same system that spawned twin tornados in nebraska, rhumbling and scary video. 15 in critical condition. more than 1600 firefighters working to contain a wildfire in central california that won't stop burning the fire's burning 30 miles from bakersfield in the sequoia national forest. burned more than 2600 acres. crews have made progress. surrounded 85% of the fire. 10% more than yesterday. winds are supposed to die down in the area today. meteorologists expect temperatures and humidity to rise. >> fires sprouting up all over. antioch, firefighters have mostly contained a brushfire that threatened 40 homes last night. flames reached 50 to 60 feet in the air, coming close to some overhead transmission lines which would have been highly problematic. within an hour, crews able to

condition is. another, we're told, clinging to life on one of the structures, had to be rescued. he's okay. as soon as we have more information, we'll bring it to you. one of most wanted terror suspects in the world is on a war ship heading for the u.s. the libyan militant is considered the ring leader of the attacks on the u.s. consulate in benghazi. four americans died, including bay area native and u.s. ambassador, chris stevens. "today in the bay's" tracie potts joins us live in washington, d.c. the suspect was hiding in plain sight, even giving interviews on several media outlets while the u.s. was looking for him. >> that was shortly after the attack, and ten he went under the radar. officials have suggested that's why it took so long after they identified him to find him after he had literally been talking to u.s. media outlets for some time, right after the benghazi attack. now, he's in u.s. custody, the fbi director confirmed that he's on board "uss new york," headed

for the united states. he's believed to be responsible for the 2012 september 11, 2012 attack at consulate in benghazi that killed chris stevens with three other americans, the ambassador and three others there. from stevens' family, as a result of this latest arrest, they say we have no comment, there's nothing for us to add or say about it. there's nothing that can be done to undo this tragedy. now, he's headed to washington, d.c., to meet a federal judge. we're told by the justice department that he is going to get a lawyer, that has ruffled feathers here on capitol hill where republicans think he should be tried as an enemy combatant, held at guantanamo bay and interrogated to find out who else may have been involved. >> hope we get answers. thank you very much. 6:32 on wednesday morning. time to check your microclimate forecast as we take a live image

bay bridge toll plaza, metering lights on for the past 45 minutes and the golden gate bridge has been so light. might be a good day just to take a drive over that bridge. no heavy traffic here. we'll keep you updated. back to you. state audit says investigators are not doing enough to ensure the safety of passengers aboard limos, shuttles and charter buses. the audit ordered after a limo, as you remember, caught fire on the san mateo bridge last year. five women died in that, unable to escape the flames. safety leaders are not trying hard enough to make sure that passenger carriers are complying with requirements. in addition, the state public utilities commission is taking too long to open up investigations and resolve complaints against those carriers. 6:35. the moraga school district agreed to pay $14 million to two women. the women along with two others sued the district after they said it failed to investigate accusations that biology teacher

6:39. overnight two inmates put to death in the country's first executions in months. convicted killer wellons executed by lethal injection in georgia. no apparent complications with that execution. just after midnight, john winfield executed in missouri. no complications reported in his execution either. executions had been on hold

nationwide since the botched lethal injection in oklahoma nearly two month ago. sergeant bowe bergdahl getting into a regular routine and reading media coverage about his own capture and release. that's cording to the team treating bergdahl at brooke army medical center in texas. the team says it's providing media reports to him gradually. the army sergeant captured by the taliban five years ago. he was released in a highly publicized prisoner swap with the taliban last month. the army's investigating claims that bergdahl may have wandered away from his outpost in afghanistan before captured. prosecutors for the boston marathon bombing suspect will meet with a judge to decide when the next trial date will be. he has pleaed not guilty to 30-count federal indictment charging him in the twin explosions at the finish line of the marathon last year. the bombs killed three people and injured 260 others. time right now, 6:40 on

and charging high amounts of money for a license. the governor's call for water conservation in california to this point is mostly fallen on deaf ears. governor brown asked everybody to cut back by 20%. but according to the chronicle, the first report on conservation showed the bay area cut back by 2%. missed the mark there. that is compared to january through may over last three years. water usage for the state down 5%. on the other hand, santa cruz cut back usage by 21%. critics say the survey does not provide a cleat picture of what's going on because not all areas of state face severe drought. santa clara fire department and other agencies will set a fire between 10:00 and 11:00. the fire department along with cal fire and santa clara parks will start a fire in east san jo jose. the department hopes to get practice putting out fires in a regulated environment.

firefighters like this one right here here along park boulevard where the fires were happening yesterday. these crews have been taking turns three hour shifts coming out to check for embers and trying to see down the canyon 250 feet. we followed firefighters as they used flashlights to check for problem areas, checking up on a hose line set up yesterday that runs into the canyon. first two fires sparked around 2:00 yesterday. within half a mile of one another along park boulevard. total of five in two hours though fishes say the two smallest could have been sparked by em bars. not sure the other were accidental. firefighters were able to put out the fires in a couple of hours but add there wasn't much wind which grows suspicion it might have been a case of arson. one woman says it's unnerving since it was last friday when there were to suspicious fires nearby. >> we just had a fire less then a week ago on the other side and
